The FNE accused the Government of promoting a model for recruiting teachers that promotes “friendship”. This union structure, as well as Fenprof, refused, after a meeting with the Minister of Education, that the directors could select a third of the teachers according to the profile they consider most suitable. But João Costa, the holder of the portfolio-who spoke after this beginning of negotiations-, will even go ahead with the measure: “I do not assume that people are dishonest”, he said.

“We know the country we live in, the stories they tell us and what happens in schools,” said Pedro Barreiros, from FNE, this Thursday. “And we know the legal processes we have related to friendliness and factors called C [cunha]. Things have to be said as they are.”

The union leader fears that the new hiring model will suffer from the same evil that, in his view, is already seen in the performance evaluations of teachers. “What reaches all the FNE unions, from North to South, is the suspicion and denunciation that there are some who are privileged and others who are not so much”, he stressed.

Be “objective, rigorous and judicious”

For his part, the minister acknowledged that it is necessary to find an “objective, rigorous and judicious” hiring model. However, he refused to drop this model, allaying the suspicions raised by the FNE.

“I, by system, do not disregard teachers who are in schools, whether in management roles or in other roles. Therefore, I do not assume that people are dishonest”, stated João Costa.

For the governor, the current model – which the unions defend and the Government and school directors want to change – only looks at teachers “depending on their end-of-course grade and the days they worked”. In this sense, it is a model that “devalues” them, he stressed.

To explain his proposal, João Costa gave the example of a school in Lisbon “where there are more than 30 or 40 nationalities in the 1st cycle”. He considered that, in cases like this, it would be “mismanagement of human resources” to take advantage of teachers who invested in multiculturalism or in teaching Portuguese as a non-mother tongue.

José Feliciano Costa, from Fenprof, also criticized the Government’s proposal, considering that it could become “a problem”. He also recalled that a similar experience – the Scholarship for Hiring Schools – has already been “failed” by a government that the current minister was a member of, as secretary of state. Created in 2014 by Nuno Crato, the scholarship would be abandoned by Tiago Brandão Rodrigues, predecessor of João Costa.
